I am commanded by My Lords Commissioners of the Admiralty to acquaint you, for the information of the Secretary of State for the Colonies, that the Hong Kong & Kowloon Wharf & Godown Company, Ltd. have made proposals to the Admiralty respecting the erection by them of a pier in the position shown in green on the enclosed plan No. 7 the scheme involving the closing of the Southern entrance to the
Kaval Boat Camber,the removal, of the North Mil of the Boat Camber as siewn hatched red on plan to form a new entrance in lieu and the surrender by the Admiralty of certain wharfage and water area within the boundary of the Yard.

Owing to the terms upon which the Admiralty hold the land from the Colonial Government My Lords are not in a position to negotiate direct, with the Company but the proposals have been carefully considered and they will not be opposed provided Naval interests are safeguarded.
3. The essential conditions that My Lords would wish to be observed are as follows. :-
(a)
The formation of a new entrance to the Boat Camber which will allow easy access at all times to tows of boats and lighters.
(b) The removal of the crane at. the. North Western corner of the Boat Canber to a suitable position and the connection of this Orane to the Naval Yard by a railway line.
